That's my understanding as well, but I usually delete the files anyway.

I was told that these files are used to help uninstall MS products. Is
this incorrect info?
I have found about 75 instances of the file mscreate.dir. What is this
file and why is it on my system so many times? Can I delete them and
not
hurt anything? They are read only files and have a 0 for file size...
